Position Description
The Compliance Assurance Manager will work directly with the Corporate EHS Director and Regional Vice President of Operations and Regional Management to establish and implement programs that systematically verify Terminal operations are in compliance with Federal, State, and Local regulations. This role will have responsibility for multiple regions (2 to 3) and will have no direct reports. It is expected that the Compliance Assurance Manager will work in partnership with the Regional EHS Manager and Staff. Furthermore, this position will provide routine updates of Terminal compliance and program implementation status to the Chief Operating Officer and Vice President of EHS and Operations.
Key Job Responsibilities/Accountabilities:
• Coordination of Regional compliance permit (air, water, waste, etc.) training for operations staff and management.
• Coordination of new permit acquisition, existing permit modification, permit deconstruction, and permit training. This should include review of all permit applications prior to submission and all draft permits with Terminal Management to verify that operations have been adequately addressed.
• Perform routine field inspections to verify appropriate documentation is maintained to demonstrate compliance.
• Oversight of the corporate electronic compliance management system (opsInfo) to include verification that all operating permits in the system are current, permit deconstructions are accurate and clear, and that all other applicable EHS compliance obligations are properly managed in the system.
• Support business development on evaluation of compliance obligations associated with new material handling.
• Work with the EHS Director and other Regional Compliance Assurance Managers to develop a consistent interpretation and implementation plan for new EHS rules and operating requirements.
• Work with Regional Compliance Staff to verify that compliance sampling is conducted as required, compliance reports are complete and submitted by the required deadlines, and that compliance documentation meets regulatory expectations.
• Lead EHS review during due diligence activities reporting into the permanent due diligence team.
• Lead EHS integration efforts for new acquisitions.
• Participate in all Regional assessments and audits (internal and external).
• Work with the Regional Operations Vice Presidents to develop consistent and fair incentive and discipline programs.
• Participate in significant incident investigations.
• Develop and account for implementation of best management practices and incident flashes as well as action items form the EHS call.
• Maintain compliance summary (EH&S) information for the Region
Position Requirements
•7-10+ years of experience maintaining and managing EHS compliance activities or programs.
•Excellent written and verbal communication skills
•Working knowledge of regulations, policies and prevailing cultures of Terminal operations and strong communications skills with employees, supervisors and, regulatory agencies.
•Previous experience implementing policies and procedures that are protective of the environment, personnel, equipment and business interests.
•Ability to provide quick and efficient responses to sensitive issues where a high level of technical and systematic thought processes is required.
•Experience evaluating, providing advice and implementing solutions for technical permit compliance issues.
•Requires contact with all levels of employees and management and will deal with numerous Federal, State, and Local regulatory agencies and consultants.
•Ability to work on multiple projects under pressure within deadlines as well as interact with management, peers and regulatory agencies with self-confidence, poise, and professionalism.
•Must exhibit ability to function with limited supervision.
•Demonstrated project management skills and experience implementing new policies and procedures.
•Excellent computer skills - Microsoft Word, Excel, PowerPoint, Access and Internet Search Engines.
•Required to carry a company-provided cell phone, and be available to respond during working and non-working hours.
•Must be willing to spend extended periods of time in the outside observing operations, conducting inspections, training employees, and assisting with procedure development.
•Ability to manage multiple projects simultaneously-under pressure within deadlines.
•Excellent command of Clean Air Act, Clean Water Act, and RCRA regulations and the ability to interact with regulatory agencies and peers with self-confidence, poise, and professionalism.
•Must be able to obtain a TWIC card post offer
•Must possess and maintain a driver’s license and a driving record satisfactory to the Company and its insurers.
•Successful completion of a background check and drug screen upon offer
•Ability to travel up to 50%.
