Contracts Administrator - Procurement
Immediate Need: Local Candidates Only
Long -term contract position to assist with the 2012 turnarounds at a local LA Refinery
Employee will be working specifically with the TA contract strategy and preparing RFPs for select work scope. Person will follow the contract award and development process to PO issuance.
SUMMARY
Responsible for managing the contracting processes for 2012 turnaround requirements. Implement effective inter-department systems to communicate and ensure the meeting of contracting requirements. Creates and retains knowledge of contracts being managed at various stages. Minimizes risk and adds value in the contracting processes by leading operating component service requirements, including selecting appropriate contracting strategies, developing awareness of associated contracting risks, and qualifying contractors to assure appropriate criteria are adequately fulfilled.
Must be proficient in SAP, word, and excel.
KEY RESULT AREAS AND RESPONSIBILITIES:
- Participates in, and leads as needed, planning processes to anticipate and address upcoming needs. Communicates with internal stakeholders regarding site and project needs to obtain participation and solicit feedback. Develops solutions and minimizes risk by implementing contracting strategies as required, by the scope of desired work (e.g. lump sum, T & M, fixed fee reimbursable), and chooses contracting vehicles appropriate to situations.
- Implements qualification and contracting processes reflecting consistency with procurement practices and related company policies.
- Qualifies contractors to asses contractor capabilities in areas such as business history, safety and health, financial well-being (e.g. bonding capability, cost for employment/resource levels and policy compliance. Develops approved contractors lists maintain sub-contractor lists, and work with end users in scope development as appropriate. Facilitates the contractor evaluation process to ensure company is retaining valuable contractors.
- Negotiates key commercial terms and conditions. Proposes and analyzes bid packages and labor rates. Facilitates contractor selection process with key stakeholders to develop awareness of associated risks.
- Liaises with Legal and Risk Management staffs as required to assure contractual terms and conditions are acceptable and serve to minimize risk. Adheres with LOA limits purchase orders to release work.
- Monitors contractor performance. Utilizes existing systems to manage contracts and related information. Tracks and documents scope of work changes. Acts as a focal point for Communication between site parties and contractors to lead and issue resolution (e.g. delivery, warranty issues).
- Provides work leadership and process mentoring to subordinate contract administrators and other Procurement personnel.
- Communicate effectively with all team members to insure complete alignment throughout the process.
