Responsibilities:

Safety:

 

  • Strives for excellence in all health, safety and environmental matters in their area of responsibility as well as in the Los Angeles Refinery plants & facilities and the surrounding community. 
  •  

  • Responsible for own safety/health as well as the safety/health of assigned craftspersons, vendors, and contractors and for promoting the health and safety of others, and performing quality work in a safe and environmentally conscientious manner.

  • Responsible for complying with Company policies and procedures, established standards, and governmental regulations (federal, state, and local).
  •  

  • Demonstrates personal commitment to health, safety, and environmental objectives.
  •  

    Quality Assurance:

     

  • Ensure that components of the electrical installation (equipment, materials and workmanship) conform to and were installed per applicable standards, codes, specifications, construction drawings and manufacturer’s drawings and instructions.
  •  

  • Inspect the job site frequently during the construction period.  Work with the installing contractor to resolve electrical installation problems before they get installed.  Work closely with other disciplines (civil, mechanical, etc.) to head off potential problems. 
  •  

  • Provide technical information as appropriate to help resolve RFI’s, change orders, and other discrepancies during the construction period.  
  •  

  • Ensure the installation contractor properly completes all required inspection, testing and acceptance requirements per COP REP 13-2-2 “Electrical Inspection, Testing and Acceptance“.  Review, approve, and sign-off the completed EMR (equipment manufacturer representative) and ITO (independent testing organization) test reports.  The NCEI (New Construction Electrical Inspector) has the option to witness these steps and shall be notified at least 24 hrs prior to the tests being performed.
  •  

  • Perform factory inspection and witness testing of electrical equipment when deemed necessary by COP.
  •  

  • Ensure that testing, function checks and electrical commissioning procedures have been completed before placing the equipment in operation.  This insures that equipment, devices, and wiring are in satisfactory condition, have been properly installed, and will operate as intended.  The installation contractor shall submit approved testing exhibit forms to the NCEI prior to placing any equipment in operation. 
  •  

  • During the construction period, maintain copies of preliminary completed testing exhibits.  These documents are to be received from the installation contractor within five working days of completed tests.  Installation contractor shall be responsible for maintaining a set of up to date testing exhibits.  The NCEI shall obtain final completed exhibits from installation contractor in final format at the completion of the project. 
  •  

  • Ensure that electrical equipment has been properly tagged.
  •  

  • Inspect equipment for signs of damage upon delivery.  Ensure that electrical equipment is properly stored and handled upon arrival.  Examples:  sensitive, electrical/electronic equipment stored indoors, space heaters on motors are energized. 
  •  

  • Maintain a “Punch List” on all electrical items which require further attention or future work.  Ensure all punch-list items have been satisfactorily addressed prior to equipment turnover to Maintenance/Operations.
  •  

    Drawings & Documentation:

     

  • As required, assist in the establishment of needed electrical scope during project development, including researching of Power Requests.  Assist engineering and design contractors in the field as required.
  •  

  • Review electrical project drawings including:  one-lines, schematic, connection, plan & detail, underground, conduit & cable schedules, panelboard circuit schedules and area classification drawings.  Review drawings to ensure design is compliant with the NEC, COP REPs, and applicable local, state and federal requirements.  Also review design for high system reliability and maintainability. 
  •  

  • Maintain a file of latest revisions of all project electrical drawings.
  •  

  • Ensure at project completion that critical electrical drawings have been revised to show “as-built” conditions.  Critical drawings are as follows:  one-lines, panel schedules, area classification, schematic, connection and underground system drawings. 
  •  

  • Ensure that all necessary vendor drawings & manuals have been obtained for major pieces of electrical equipment.  This information to be filed in respective LAR site substation equipment files.
  •  

  • Obtain equipment information for site data bases/files: transformer files, motor files.
  •  

    Tie-in and Commissioning:

     

  • Prepare “Switching/Tie-In” procedures.  Switching procedures will be reviewed and performed by LAR Electrical Department Personnel.   
  • Witness phasing, voltage checks, rotation, and run-ins as needed. 
  • Assure metering, protective devices, alarm panels, and other devices have been set correctly and are functioning.
  • Function test HRG systems.
  • Function test any alarms or control functions that could not be tested off-line.
  • Coordinate tie-in or testing of any instrumentation interfaces to the electrical system, such as DCS status and control functions.
  • Assure that conduit seals are poured after testing and before turnover to operations.
  •  

    New Equipment Orientation – Training:

     

  • Develop and provide training to LAR Electrical Department Personnel on newly installed electrical equipment.  Training shall include review of electrical one-lines, and instruction on proper equipment operation and maintenance.  Special training emphasis shall be provided on any unique electrical equipment or systems.
  • Assist the Operations department as needed with electrical discipline review and input to operating procedures and training for the new facilities.
  •  

    LAR Site Requirements:

     

  • Responsible for ensuring that applicable LAR site requirements are adhered to.  This includes adherence to site P&P 2-2-38 “Hazardous Energy Control and Isolation” and P&P 2-3-10 “Electrical Safe Work Procedures”. 
  •  

    Spare Parts:

     

  • Responsible for ensuring that all electrical equipment spare parts are received, placed in the warehouse and properly catalogued/identified for easy retrieval.
  •  

    L.A. City/County Permitting and Equipment Approval:

     

  • Responsible for ensuring the electrical installation is in accordance with applicable L.A. City/County Codes and regulations.  Verify that electrical permitting and final sign-off have been obtained. 
  •  

  • Verify that equipment arriving or used at the job site has the required “3rd Party” approvals (UL, FM, other) as required.   
  •  

    Communications:

     

  • Maintain good communications between the LAR Maintenance Electrical Department, Technical Services (Projects), Operations and the Installation Contractor.
